Evaluation criteria in public procurement as a driving force for the growth and development of MSMEs

The objective of this article is to analyze, from the private sector's perspective, how the evaluation criteria used in public bidding competitions act as cross-cutting themes and public policy tools, driving the growth and development of Micro, Small, and Medium Enterprises (MSMEs). The methodological framework is qualitative-inductive, initially developing the transition from classic procurement processes to new (sustainable) ones, promotional programs, the role of Information Technology (IT), and guiding the execution of the proposal towards a common factor: the importance of Public Procurement Policies. The state is the largest buyer in the national economic landscape, and its procurement requirements involve analytical processes focused on the necessary documentation that demonstrates formalization, compliance with obligations, and alignment with the new Supply Law No. 7021/22 regarding the quality/price factor through the application of sustainability criteria. These factors not only ensure transparency and efficiency in public management but also strengthen the growth and development of entrepreneurial activity. The proactive adaptation of MSMEs to these new standards is postulated as a dual strategy that allows them to access a reserved market while simultaneously raising their competitiveness at national and international levels. Nevertheless, the implementation of this strategic model can only be realized through the intervention of public procurement policies tailored to the sector under study.
