Abstract

Over the last decade, public procurement has experienced a noteworthy transformation, evolving into a strategic realm aimed at augmenting greater public value in the human and sustainable development of countries. This fresh perspective not only seeks to ensure more equitable access to citizens' rights but also to secure social justice, cohesion, and democratic security. By incorporating criteria beyond the lowest price, it facilitates the execution of public spending with a focus on high quality, striving to achieve superior value for each unit invested. This approach considers factors such as sustainability and innovation in the selection of offers.
