Continuous improvement in public procurement: towards a comprehensive model of institutional monitoring and feedback

Abstract

Public procurement accounts for approximately 27.7% of Paraguay's national budget, making it a critical area for optimizing government spending. This article examines the proposal to implement a continuous improvement model based on Deming's PDCA cycle, complemented by systematic compliance indicators. The research identifies the absence of institutionalized feedback mechanisms as the main weakness of the Paraguayan system, particularly in the “Act” phase of the methodological cycle. Through a comparative analysis of international experiences (Chile, Colombia, New Zealand) and an evaluation of the current regulatory framework (Law No. 7021/22), the creation of a cross-cutting monitoring committee with technical autonomy is proposed. The proposal links continuous improvement with institutional transparency, configuring public procurement as a strategic governance tool aimed at verifiable results and strengthening democratic legitimacy.
