Public procurement is a broad topic given its significance in the economies of countries as an instrument for implementing public policies. This article proposes to analyze and explore, within a conceptual framework, the characterization of so-called administrative contracts and the general principles that guide their perfection and execution. On the other hand, it aims to understand the role of public procurement in the context of a globalized economy.
For this latter purpose, the existing literature on the internationalization of government procurement is examined, including the development of the concept of public procurement and a review of the bibliographic background that engaged in research and proposed theories that account for the path taken by government contracts to gain a significant space in the global economic scenario. The recognition of fundamental general principles is also explored, upon which the idea of the internationalization of public procurement can be built, considering the perspective of market openness and the unrestricted participation of foreign companies.
