Abstract

This article describes the importance of compliance in the public sector and specifically its incidence in an area that is very vulnerable to corruption such as public procurement within the Paraguayan State. The National Directorate of Public Procurement (DNCP) through the adoption of two key instruments such as the Integrity and Compliance Policy in the field of Public Procurement and its corresponding Action Plan to implement it represent a fundamental step in terms of transparency and control and an interesting expansion of compliance that opens from the financial sphere to one of the key sectors of development in Paraguay

    Doctoranda en Derecho por la Universidad de Salamanca (España). Máster en Prevención y represión del blanqueo de dinero, fraude fiscal y “compliance” de la Universidade de Santiago de Compostela (España) y Máster en Gobierno y Gerencia Pública de la Universidad Americana (Paraguay). Abogada y Notaria, egresada de la Universidad Católica Nuestra Señora de la Asunción (UCA). Especialista en Educación Superior por la UCA. Docente de la Facultad de Derecho y Ciencias Sociales de la Universidad Nacional de Asunción (UNA). Presidente del Capítulo Paraguay de la World Compliance Association (WCA). Cuenta con experiencia de más de 30 años en el área legal en los sectores privado, público y cooperación internacional.
