Abstract

This article aims to present the main changes incorporated in the new Regulatory Decree No. 2264/2024, classifying them according to the topics addressed therein, in order to provide a contribution for the effective identification of the legal provisions in force within the framework of the contracting procedures governed by the new law. It is necessary to clarify to the reader that this work does not intend to impose personal ideas or opinions, but rather to clarify the criteria and harmonize the provisions that govern the same figure, within the framework of Regulatory Decree No. 2264/2024.

  • Andrea Pesoa Sánchez, Paraguay

    Lawyer, in the process of completing her Master's thesis in Civil Law and Civil Procedure, specialist in public procurement with extensive training and experience in administrative law, civil law and civil procedure, public procurement and legislative technique. She participated in the inter-institutional technical committee for the elaboration of the draft regulation of Law No. 7021/22. She is currently in charge of the Office of the Department of Thematic Committees of the National Directorate of Public Procurement. She held the position of Head of the Department of Production and Regulatory Review of the DNCP and worked as legal assistant in several private entities. 

  • Mariana Bergonzi Morales, Paraguay

    Lawyer, master in business administration and specialist in public investment projects, currently Coordinator of Standards of the National Directorate of Public Procurement, with extensive training and experience in administrative law, public procurement and legislative technique with a career of 13 years in public service. She participated in the inter-institutional technical committee for the project of the decree regulating Law No. 7021/22. She held different positions within the Public Administration such as Director of UOC, Legal Advisor, Director of Contractual Verification and Project Planning. She participated in the structuring of the first PPP in Paraguay and the “Turnkey” Project.
