Considerations on the guiding principles of public procurement: changes and continuities between Law No. 2051/2003 and the new Naw No. 7021/2022

This article analyzes and compares the guiding principles of public procurement in Paraguay, as established in Law No. 2051/2003 and the new Law No. 7021/2022. Through a comparative analysis, it identifies the improvements introduced by the new legislation and evaluates their impact on the efficiency, transparency, and accountability of public procurements. Law No. 7021/2022 introduces new principles such as fiscal capacity, integrity, and sustainability, and reinforces existing ones, aiming to modernize and optimize the public supply system.
