OBJECTIVE AND SCOPE
The Journal has the following objectives:
- To serve as a peer-reviewed medium for the dissemination of academic knowledge related to public procurement and related areas.
- To promote legal and scientific research in the field of public procurement.
- To contribute to cooperate with similar national and foreign institutions seeking to disseminate and promote their activities and knowledge.
SCOPE
The Journal publishes academic contributions from professionals, specialists, and experts in public procurement and related areas such as public administration and public budgeting, among others.
The Journal is published annually, during the second semester of each year.
It accepts contributions in Spanish and English, with titles, abstracts, and keywords provided in both languages.
Contributions must be unpublished and comply with the publication guidelines. The Journal publishes editorials, original articles, and interviews.
OPEN ACCESS AND COST
The Journal is non-profit. Submission and publication of contributions are free of charge.
It provides immediate Open Access to its content under the Creative Commons CC BY license. Proper citation of the source is required when using its content.

COPYRIGHT
Authors retain ownership of their copyrights. If the author later publishes the work in another academic space, they must reference its original publication in this Journal.
ETHICAL CONSIDERATIONS
Only contributions that respect ethical principles, voluntary participation, and informed consent will be published.
Contributions must have academic value and spread knowledge. Any conflicts of interest will be verified.
The views expressed in the contributions are solely the responsibility of the authors and do not represent the position of the Institute or the National Directorate of Public Procurement.

PEER REVIEW SYSTEM
Submissions must be unpublished, academically rigorous, and aligned with the thematic scope of the Journal.
All manuscripts undergo double-blind peer review by external anonymous reviewers. Reviewers are recognized professionals with notable academic and professional experience in the field.
The review process consists of two stages:
1. Preliminary Editorial Review: to determine relevance, alignment with editorial scope, and compliance with publication standards. Only manuscripts that meet these criteria proceed to peer review.
2. Double-Blind Peer Review: The manuscript is evaluated by two subject-matter experts. In cases of divergent evaluations, the manuscript will undergo a second round of review with different reviewers.
All decisions will be communicated exclusively to the corresponding author.
The estimated evaluation period is approximately 16 weeks.
